I think this plan wont be offered bigbonus 28 7gb. My wife also using same plant but no offer.
maybe you can try change plan to prepaid live and then subscribe to biGBonus RM28 4gb first while waiting for 7gb offer.

There's a difference between changing plans to the Monthly Plan 28 and subscribing to the biGBonus 28 add-on.

This is the plan available to some of us. Confirmed Digi upgraded it with rollover now. Just renewed mine today.
