I am on best prepaid expiring soon. Did not take any plans, do not use internet, have not make any calls and sms on this sim card for some time already and do not owe anything. Even have some $ left which I am willing to forfeit etc.

So they give out memo to those customer service agents to make those existing customer's life harder when they try to port out?

Digi playing dirty. When they send me sms to port out, I replied and they very soon say that my request was rejected. Have called customer service several times and filed several complaints. They gave me nonsense excuse, say they cannot see my reply etc--still pending--asking me to call in the evening (even though I kept telling them Digi has already sent sms rejecting my request) They even had somebody call me asking me for reason to port out and I told them not to play dirty etc and I wanted to port out. Not pleased with Digi. Then later in the evening, received another sms says request rejected because I did not reply to sms. Really nonsensical as I replied pretty soon and they can pretty soon after my reply say that my request is rejected (even though deadline for me to reply is a few hours later). Even had a 'received' shown on my sms--signifying they did receive sms.
Last time I port out one of my Digi line also, they kept playing dirty and say that they did not receive my sms. But this time they are even dirtier--can even tell me that the only way for me to port out is to reply sms. No other way, call in cannot, go to centre also cannot. So how to port out if they keep giving excuse never receive sms.
I have another prepaid line with Digi still. Just waiting for the $ to be depleted (will use it for rewards) and after that, I will not renew it and will not port out.
I notice something. It seems that some telco's dirty games on not letting us port out is never receive sms. Last time, I did for my mom's umobile and they also keep saying never receive sms and later on a few other nonsensical excuses. Even ask me to call Celcom on why they never receive sms but then cannot give me the phone #. Go and ask me to google. That time I was really a saint and my agent kept sending the request everytime I was rejected. Took many days and even many more tries (several tries each day over several days) until finally I had enough. Fought with them tooth and nail and ultimately got ported out. That's why I will never ever take up umobile. I don't care what plan they have.
I really wish these telcos would be penalized heavily for these dirty tactics. Instead of trying to improve their service, product and lower their charging price, they play dirty by not allowing customers to port out.
