For those not having VI/VS, QV is good now because of 3%/5% CB campaign.

Now only I know quantum range card, online no VIP points, just not sure all the while or only effective 1 sept.

Thinking also will visa signature the same no VIP points for online.

Your statement of "no need to pay" is not 100% correct, and quite misleading..

All customers can try to call for rebate but it is not a guarantee.

Transaction eligible for cash back won't earn VIP point.
So, for VS and QMC, no VIP points for online & dining.

I canceled my QV card, any way to "uncancel" it? As we cannot apply a single QVC without QMC right?

Yes, you can apply back.
Just specify clearly that you want "QV only".

based on CS, if terminated last 15 days, still can reactivate back.

if older than that, need to reapply.

When will sst charge for re-application of quantum visa? Will the new card anniversary month follow my quantum mastercard as well? Then sst is going to be charged on anniversary month or upon activation?

First SST is not related to anniversary/expiry. It shall be charged after card activation/issuance.
