Personal Loan, which banks offer the best deal?

Education loans don't make enough money, personal loans make more money so personal loans is the only one you get. I hate personal loans, they're worse than credit cards IMO. Several years back Citibank and RHB had educational loans but when I asked recently they all have cancelled it and only have personal loans. I was lucky that I had alternatives and the school was very understanding in providing a payment plan but with most schools out there you won't be so lucky. Also don't forget to look at loans where your university is, there may be options there.
