Personal Loan, which banks offer the best deal?

any bank provides personal loan scheme that is rather flexible? since education loan is no longer available i need a loan scheme that can be applied instead. i need a loan scheme that : 1. not necessary has monthly income 2. no guarantor 3. repayment after finish study(1 year)
well, i know i mean education loan XD anyways, any similar scheme??? pls help
