For non-consistent income earners with no repayment history for the bank to refer, they can do site visit before determining approval but only if they find other valuable point on the applicant such as healthy bank statement, well-known and promising industry, good guarantor, and so forth. If not then they wont take risk & they wont waste time for site visit.
