For new property, isn't Internet/Phone line consider as Basic Utilities akin with Power, Water & Sewerage?
Power & Water is similar to Phone, you got to register an account to use. Pay deposit, get CPE & commissioning etc.
Then for Sewerage, it's auto register for your unit whether you like it or not.
Is that correct?

For example, recently my friend got hold of his keys for his new condo, and he tried to register with TM, but the address of the condo isn't available in the system yet.

From what I heard is that everyone is saying 80% occupancy only TM will come commission the line for the whole building, only then you could go register an account.
