Assuming if I purchase a property less than 500k subsale, first owner commercial title- service apartment do I get any waiver of any sorts? Assuming Snp sign after July 2019

I've been reading and reading a few articles , and all the articles are not very clear on this.

i thought its less than 400K only get waiver?
