AFAIK Malta did not get Jakim certificate because it's produced in the same plant as beer. Things that do not have jakim cert can still be halal, since Jakim takes other things into consideration than if a product is permissable or not. For example Root beer is halal everywhere else in the world. In Malaysia must be called Sarsi to appease Jakim.
