When travelling oversea and would like purchase the data roaming passes, do I

1. purchase the pass via *100# just before I fly off to oversea?
2. or, only purchase when I landed in overser via *100#?

Will I be charged if I use the *100# while oversea?
will I be charged if I called custoemr service via *123#?
