No, it doesn't. I've worked in the US and in Europe, and the employers cared more about any possible tax evasion, terrorism or industrial espionage links than my lousy CGPA.
The only company in Malaysia I've come across that insisted on CGPA was Hilti, and apparently it was such a shitty workplace with high turnover that even headhunters complained about it.
