If you driving in Malaysia now days, you can see more 50% light ON their Fog light and
around 30% of them retrofit with bright light. brighter than normal headlamp.

Fog lights are used when there is heavy rain/ fog, does not mean cannot use when there is not.
It is not ok to drive at night with headlights off and by only relying on DRL and fog lights.
Don’t really know where you pluck the 30% number from and “bright light retrofit” is quite vague, is it a modified HID on their fog light? If so then it’s illegal. Is it just white? Most new cars come with with fog lights now with proper light throw design. Only cheaper new cars/ cheaper version of new cars (ie civic full spec and civic lower spec) comes with non white fogs.
Usually if retrofit badly or did not repair proper after accidents, the fog light might “shine” higher and cause discomfort on oncomings. But fogs are designed to have very wide throw instead of long throw(ie high beam).
Now if u drive a very low car( lotus/ Ferrari/ lambo) most cars/ suv even with non modified lights will blind you as your vision will be usually in direct path of the light throw.
If you are driving a normal height car/ suv and have this issue it could very well be an eye condition, glare? I know some would have issue driving at night due to excessive glare and difficulty to process vision where there is light source and dark areas. Do seriously get it checked (no sarcasm, seriously). Drive safe, don’t put you/ your family at risk from your condition.
