I believe your post have nth to do with the topic, however, let me clarify on this.

Above is the almighty electric tricycle . No it's not tuk tuk, it's electric bike using acid batt, which soon will be replaced by lithium.
They are on pedestrian walkway, main roads, residential area, etc. Easy maneuver small and can pack up to 300-400kg.
It's cheap, easy to maintain, and most of them riders don't even have road legal driving license to operate.
Back to your question as to why DHL and FEDex more exp.
1.Legality. the use of elec tricycle on the road is very much in grey area. It's more on provincial ruling and even that is not very clear. Company like dhl will be at huge disantage to play with such insecurities against big local company in China.
2.big trucks have many restrictions on roads in China. Unlike other countries, China road have almost one HD camera on every 5-6 lamppost apart. You will get SMS for your summons probably 15 minutes after you are travelling on the road. Road police will ensure that you will never pass the next toll.
3.costa. Self explanatory
It's not so much of the question whether the government subsidize the courier service, but more on the government role to support creative solution and practicality. It comes with disadvantages because these bikers are sometimes annoying as fck travelling on pedestrian walkway. But I guess u can figure out my point by now.
And before everyone jumped on the bandwagon saying trump is stupid because yadayadayada copy pasta from Facebook, CNN, ABC, etc, try to look more into the issues and view it from his perspective. He is doing the necessary. And do note that last 1-2 year ago president Xi has changed the country ruling where he can rule China for almost eternity. Which means, US realize the real threat of OBOR longevity because no new head on the top to change ship direction for china.
