Apartment design is good but management is bad.
Too many pubs / bars downstairs with Thai and PH girls.
Some owners rent our their apartments as they are not conducive for own stay.
In the end -> guys would drink at the pubs, get hook with girls, rent an apartment and make love upstairs.

His comment about Scotts Garden is fair. Nothing about the worst apartment in the world.
