1 sen, of course you can't use Shopee Coins (25%).
1 sen vs [4 sen + 1 shopee coin] no big difference.

Spending more not always bad!
Can use more coins for bill payment especially Unifi.
RM3 CB no minimum spend voucher is also good for 23/4 and 5/5.

Nothing to do with offline transaction.
Only for purchases at Shopee App - items from Mall and Preferred Sellers, digital goods (eg buying ShopeePay vouchers, if 5 Sen then pay 4 Sen + 1 coin).

I guessed 2x monthly, but ShopeePay might have reset twice so 6x this month, +1 bought in March, so we end up having 7x now. Try again on 1/5.

BTW I will buy Ecoshop vouchers soon, they can be cheaper than Mr DIY. But there is an error to buy Ecoshop voucher at this moment.

If I am not wrong, you will get the coins first and 1x 300-coin voucher (which is credited only when the Shopee order is delivered and completed).
