UAC Block administrator application

Guys, need some help on this issue that keeps bothering my pc. Running on Windows 10 Pro version 1809 OS build 17763.437 I've tried using Windows Media Creation Tool 1809 to fix the issue by "Upgrade this pc" It work, but not for long since the windows update runs automatically in which install the latest windows update file that cause this problem. I've tried going to gpedit.msc to disabled auto update yet still manage to block my administrator programs. It even prevent Windows Update from installing those cumulative updates. Any help would extremely appreciated.

Have you tried run mmc.exe without the extra parameters ? Just the "mmc.exe" only, caused from the screenshot you have shown there's extra parameters in it.

What I did was to download latest Windows Media Creation Tool which is build 1809, did an upgrade process in which fix the issue before the latest windows update kicks in which does this UAC block. I use the latest update patch OS Build 17763.439 https://support.microsoft.com/en-us/help/4501835and from that moment which fix the issue for the time being.
