The 4 billion was a loan that KWAP gave to SRC a few years ago. Nothing suspicious about the transaction because it was announced publicly but its use is dubious and the former KWAP CEO said it was not a problem because the government guaranteed it. I bet KWAP didn't do proper due dilegence before loaning the money to the cash strapped SRC back then. Same logic that Najib used in the Eagle High investment without taking into account the other party's ability to repay.
