So what I've done first was :
1. Email to TM regarding your intention
2. They will ask you to collect a signature, to achieve some percentage that for them is profitable to proceed
3. If no objection from the rest of owner of your area - it will be a straightforward case and they will proceed with installation.
4. If you faced with objection, you need to get supporting letter from local leader or even Majlis Perbandaran.
