It's easy for SWAT as they have around 30k to 50k member while UTK only have around XXX or personnel
and they also used as bodyguard for menteri and VVIP as well including small and large area protection. They are only based in Peace Hill (lol) and only deployed if necessary

like I said, the 3S have much more wider manpower, spec and scope and they are not attached only to one place
each state has their own STAFOC team.
