at least when MPs shout at each other will be more lively

Cannot. If move, kl will be given back to selangor. And putrajaya is not the capital. Its the administrative center

i was wondering why because when Putrajaya was build there was PICC it was supposed to be the new parliament building?

Initial plan was to move parliament to putrajaya. But later they found out the problem. So cannot.

ermmm, i really dun understanding the thinking/basis behind this, kl as fed.territory has a certain underlying duty like this?

Parliament must be placed in the capital of the country. The agreement with selangor was kl to be the capital. So.. no parliament means kl can no longer be the capital. Not being the capital breached the agreement. So, in theory, kl will be given back to selangor.

So TS reason for moving the parliament because it's too quiet in Putrajaya?

You need more than that to convince the whole country about the move.

Plus if it ain't broke don't fix it.
