As ben said before , voucher and free shipping got quote , so don't simply collect all else you will have this issue.Don't collect if not buying , laz reduce the quote even more now.
Also this laz apps always pop up collect all while search and this case happen.

laz , really don't know what you are doing , you divide the free shipping in different group of account user then problem like this happen.If that group all are bots collect non stop , then it'll affect us as well who didn't even collect.
