 Apartment - new room in living room - approval?, need DBKL approval??

Act 133 (Street, Drainage & Building Act) Clause 79 stipulates local authority approval is required for any partitioning work.
Uniform Building By-Law requires minimum habitable room size/width and window.
It is for health and safety...the partitioning and material used may alter fire safety.
Fire insurance may only pay out claim if the unit alteration has DBKL approval.
