I have been working out for 2 years.. before i started to gym, my chest was even more saggy..

Try to develop lower pec muscles to amend them. Such as chest dips, barbell and dumbbells decline chest presses, and cross cable chest pull targeted at lower pecs. Or others low pecs exercises such as incline push ups and so on.

From your pictures it doesn't look like gynecomastia for me. Also from your pics you look really young and this illness usually doesn't appear in such age, it's a common problem for men starting from their 50s. Also it can be caused in any age with steroids, that's why it's a very widespread problem for many professional bodybuilders. But I suppose that you've never tried them, have you?
Also gynecomastia has such main symptoms as an enlargement of one or more breasts (and it's more noticable than in your case) and your nipples or even the whole breasts can become very tender/painful for touching. This illness isn't dangerous too but yeah it's very unpleasant for men in aesthetic and psychological aspects. But it can be treated in many ways, the most simple and effective for some men are wearing special compression shirts, making some types of exercises and changing your daily diet. However in some cases there's a need for prescription for low T treatment (it's a type of hormonal therapy) and even surgery. If you're very worrying about this, then just consult with a doc but as I said above, 99% that it's not the gynecomastia. |

From the 2nd last and last Pic, it looks drooping because of muscle insertion. Not everyone is borne with perfect straight pecs like Arnold unfortunately.
You may have gyno, but seems to be very minor if there's even anythe 3rd Pic. Reducing the body fat should help |

speaking from experience, yours really consider okay, just gym more and push hard
next time when you have bigger wider stronger body, it will look fine |
