How true can change TNB etc to Residential Rate?, Commercial Title House under HDA

Nowadays most of the new property is commercial title under HDA.
Salesperson all say can change TNB to Residential rate. Water, cukai pintu and gas cannot be changed.
My question is:
1) How true are all of these?
2) How easy can be changed to residential rate?
3) How fast can be changed to residential rate?
I am asking these as it seems to don have a clear line of indication of which and which can and cannot be done? Or these are just Salesperson tactic to persuade us into buying?

If TNB policy still maintain the same, then yes can convert. 2) Just need to submit few docs in and pay RM10. 3) Will be reflected during the next subsequent cycle billing.
