 RAM timing, newbie to oc

Hello all, i am newbie in overclock.
i got some question about the ram timing table.
my computer is running dual channel kingston ddr 256 pc3200 X 2, i would like to ask about is that mean as show in the screen shot, running with 200 MHz with 3.0-3-3-8 or 133MHz with 2.0-2-2-6 is the best performance?
by the way, can someone please briefly explain what is those terms in timing table mean?

the best is if u can set the timing lower with the higher frequency....
but not all RAM can do that..depend on the ram chip....
for DDR1 the best chip is TCCD.....

for the explanation for the ram timing table let sifu explain it...
but the best is for u to google it...
