I have one neighbour that stay upstair and will go crazy and running/stomping hardcore during night around 1am.
One time the guy staying downstair come to my unit and ask me to stop making loud noise, I told him it was come from above.
Not sure what's the issue of the noise maker my best bet is some kid with ADHD, anyway I'm moving out soon to the highest floor.
