My friend once bought the chair sticker thingy
U know the soft soft thingy to protect ur chair leg one
U put at bottom of the chair so when they drag it wont make a sound

She offered that to the neighbors upstairs and needless to say they feel offended and unhappy
But since then the dragging chair noise stopped

Your upstair neighbors probably don't know their action created such noise...
It's ok to let them know, in a civilized manner.

When u hear them dragging on top that's when u should go and knock...
Talk in a friendly manner.
Alot of them are not aware that their dragging noise is disturbing to others.
