This happened to me before after the update while im trying to purchase the new map pack for GOW. tried as ghostdevice intruction above but still no go. After few weeks later....then i manage to download. Weird. Now everything seems ok for me.

^ there is an IP restriction issue after the latest fw update. Browse previous page to get info on this. Nothing u can do about it actually. Unless downloading via PC internet connection which i donno how.
