Does it mean good to buyers?

Without knowing the actual details. Which projects and how much initial price VS HOC price.
Is hard to tell is a good deal or not yet.

I doubt 99% of the units being sold will get a genuine 10% discount.

Most likely if you went to the sales gallery today you could already buy it at the 10% discount.

Well, if in that case i rather look at those unsold unit with high rebates

if u able to keep track of all the projects there whats their early bird price, subsequent increased price and etc to compare with the price u going to see in the fair... otherwise how do you know its giving discount or high rebates... it could be they mark up the SPA price against and give high rebates... and u happily thought u get a good deal...

Erm i think we doesn't need to keep track all the projects to compare the early bird price...Just compare the one we are interested and check from the market info we probably can know whether it's a mark up rebate or a real one

Hi guys, if I paid a booking fee for a property on 2018 but I signed SPA on 2019, am I eligible for the 10% discount of the HOC?

only if your project already successfully applied to be part of HOC before you sign your SPA.... otherwise its up to the mercy of the developer whether wanna include u into the HOC application or not....
