How does the base currency of an ETF matter? For example in the name it could have (USD) in it. But it trades in LSE in USD and BVME in Euro. So what's the purpose of declaring the base currency?

Anybody have this problem as I do? I have excess settled cash in SGD in interactive brokers. However when I try to initiate withdrawal it says withdrawal balance 0 sgd. I don't really plan to withdraw but I want to try it out once to see how simple or difficult it would be.
