I can fit in 2 x 20" luggage, flat sleep, still got some space on side to fit my laptop bag.

Or take out the "cover on top, then you can put little bit extra things inside

Another cheap option will be Saga, big enough to fit in 2 x 24" luggage and left some space for other small bags
