My brother plan to buy used Huawei phone. How to know whether the phone is:

a) Original; and
b) Not under telco

Can we check based on IMEI? Based on IMEI, how can we check when the phone warranty being activated?
Because I saw some seller claim they bought from shop n don't keep receipt.
