In times like these you need a tyre valve remover screwdriver or call the local city council to tow the car away. Or if the owner not moving and you are not rushing time, kasi calar saja, and sit in the coffee shop watch him frustrate in vain.

He blocked more than one car, no evidence against you calar his car. And since you are nearby, you can catch him red-handed. Else, just call a council tow truck, these guys sometime very efficient.
