How are parking lots allocated to high rise units?

Was wondering, how does the JMB formally allocate parking lots to units? Assuming the parking lot is a multi storey car park, there's two schools of thought here:
1. I pay more for a higher unit, hence I should get a lower parking lot (easier access)
2. The parking lot is an accessory to the unit and is not 'bought' per se, hence to maintain fairness, higher units are allocated higher (worse) parking bays whereas lower units get lower parking lots (better)
My unit is 3 floors away from the highest floor, but I was allocated parking lots on the 2nd highest floor.
