For my case, there is no 10% discount. developer only give 7% discount for the downpayment, and the other 3% need to pay first.

So confusing. Yes, no need to pay legal fee and stamp duty. If your developer project is registered under HOC, there is 10% waiver for downpayment.

What matters is that the developer has applied for that particular project to be under the HOC. But even so, developers will adopt different measures on handling it, so you'll have to query the sales staff of the projects you're interested in.

Anyone had received the Loan Agreement Stamp Duty refund waived for HOC 2019? How long it took for lawyer to process and submit the claim till the time you receive the refund?

can any sifu enlighten me if the compulsory 10% discount can be considered as the downpayment? So we still have to pay the 10% downpayment based on the discounted price?

Some developers will just maintain the price, but show in a form where they reduce the 10% from their original price (which will obviously be a marked up one). Some will just rebate this from the downpayment, or give 10% cashback, etc. You'll have to check with those new projects, only then you'll know what HOC package they're offering.

Some projects actually the price really didn't change much (they might add in few more perks but that's it)... since it was HOC 2019 - MCO - HOC round 2.
Then again, most people aim for HOC as they can save on the MOT fees.

But in my case for last year's HOC, I have to fork out the stamp duty (plus legal costs) first. Only after 2 months did the legal firm refunded me the former amount.
