What CPU does your PC have? Since the app can achieve >800Mbps, it is probably that the web browsers are unable to achieve such speed with the current CPU. If you can achieve 800Mbps previously then have to figure out what changed between then and now, such as browser/OS/microcode/driver/security software updates. You can also try run speedtest in browser using a smaller browser window and see if there is difference. A smaller window may put less load on the browser to render the speedtest animation.
Enabling Retpoline can speed up performance but it can only be enabled on Windows 10 ver 1809 with latest patches. Windows 10 ver 1903 should be out next month with Retpoline enabled by default. With latest microcode and Retpoline enabled, I can get 800Mbps with Firefox on 2nd gen Core-i5 mobile CPU but Chrome is slower as seen in post
#1897. With latest microcode without Retpoline, Firefox can't reach 800Mbps. If the CPU is newer than 5th gen, all browsers should be able to do 800Mbps and Retpoline is not needed/compatible with these CPUs as seen in post
