A) In the Archer's NAT Forwarding page, did you set the correct:-
1) External Port? This is the inbound port that Archer listens on,
2) Internal IP? This must be your PC/notebook's IP - must be static, not dynamic.
3) Internal Port? This is your PC/Notebook's port that the app listens on,
4) Protocol? Set "All".
B) In the target PC/Notebook, did you enable Windows Firewall or Antivirus' Firewall to accept inbound connection to the target port?
C) Did you test the target PC/Notebook's app connection using another PC/Notebook from within your LAN? Did it work?
If you had done A, B, and C, then most probably Maxis blocked the port on their firewall.
UPDATED:-
For your "Internal IP" - set the IP of your PC/Notebook. This is usually 192.168.x.x or 10.0.x.x.
Be sure to give your PC/Notebook a static IP and not DHCP-assigned.
