Is there anyway that i can pre-buy the non JR passes like the hankyu tourist pass here in malaysia ?

im taking AA to Osaka and will reach at 9.40pm. i can't find in google and by the time i reach the redemption counter it will be closed. for hankyu it closes at 10pm and opens at 8.30am the next day according to klook and i need it because im planning to take the earliest train from osaka to arashiyama to catch the sagano train open air couch + early visit to bamboo forest.

anyone here been to wakayamashi before ? seems like its quite an underrated place. Planning to drop by there on the last day before going back KL.
