question about the unifi package

does the rm129 100mbps include one free package?

When I was signing up for unifi, the sales rep asked me to choose one. He didn't say they cost money and just made it seem like it is part of the package so I just choose the ruby package

but now I received my first bill and i see a rm30 for the ruby package

Is this the first bill?
Depending on when they install the unifi, you will get pro rated for the days that you use the service that comes before your first monthly bill hence the higher bill.
They should've explain this to you though.
It will return back to normal on the second bill and so on.

If it's not then go and ask since it should be RM99 for unifi + RM30 for tv package = RM129 total before tax.

No, not the installation charge.
Keyword here is pro rated, Unifi bill is pay before you use, so let's say your bill is on the 10th every month, you'll be paying for your usage from that bill up till the next bill.
For example your first bill is on the 10th of January, that is the bill for your usage on 10th Jan to 10th Feb.

But let's say you install it on 4th of January so you need to pay pro rated bill of your usage from 4th to 10th January and they will add that up on your bill of the 10th January.
4th to 10th is 7 days total so 7/31 x RM129 = RM29.13 so your bill should have this much as extra.
Your February bill will return back to normal as RM99 for internet + RM30 for TV.

Of course this is just an example as I don't know when you install your unifi and when you get your first bill but that's the gist of how pro rate works.
I tried to explain it as best as I can, hope you can understand it.
If not just google pro rate, uncle google can explain better than me for sure.

If this is not the case as to why your bill seems higher than what you expected to pay then I can't help you anymore as I'm also a customer myself.
