Outage Report Pictr upload feature no longer on my device, Need help to know why

Why does my device no longer have the Pictr upload feature? Yet, others appear to have the feature still active?
I also can't access the Pictr site and I can't see the some of the pictures uploaded by other members. Help is appreciated. Below is a picture I hope will help Attached thumbnail(s)
