go to chrome settings, advanced, disable hardware acceleration. Do the same in other browsers too.

Other than that not much to say, if you are using a low end GPU or integrated, it can cause lag if theres not enough memory bandwidth or ram. You have 16GB now which is good, make sure they are running at dual channel as well.

yes if you're getting lag in browsing, as your CPU is ok for all these tasks, you get plenty of ram too. However improvement is depending on what you mean, you'll be using more processing power rather than letting the GPU process stuff and it could be the memory bandwidth that causes the lag as intel IGPs are starved for memory bandwidth. Thats why even theoratically they are faster than low end nvidia GPUs they still perform slower because of this reason.

If you have loads of extensions on Chrome, disable those that are not important to you.

Chrome is a resource-hungry app no doubt. Try Vivaldi browser, a decent browser also running on Chromium engine and supports Chrome extensions too. Think of it as Chrome's little brother.

Any buying new CPU in 2019 without 12 threads is utter rubbish if wanna ultimate performance, especially multitasking and gaming in same time, second PC built without dedicated is also sucks in performance and always slow, lag like hell, SSD is a must.

No, get at least ryzen 2600 or i7 8700 for better computing experience, dual channel RAM is a must and 16GB is perfect sweet spot, buy better motherboard for those power hungry CPU to avoid VRM overheating, instability & thermal throttle issue, get at least a SSD for OS drive, A GTX 1060 6 GB is a must for minimum requirement, buy 80 plus certified 600 watts PSU at least for this built, builting a smooth performance PC ain't cheap, cheap stuff can guarantee your statisfaction.

For multitasking, any minimum ram requirement? 8GB or 16GB or even 32GB better?

Actually, for low eng GPU/CPU. dont use Chrome, it isn't optimized for low end pc.
Opera/Edge does better job, just don't install too much extension that makes your browser become RAM hogger.
