I'm currently using this motherboard :

Asrock C70M1
https://www.asrock.com/mb/AMD/C70M1/

It support 4K monitor ? Or need dedicated graphic card?
If not support, will it become Blank Screen or still have Image but in lower resolution?

4K Monitor model:
LG 27" Class 4K UHD IPS LED Monitor with HDR 10 ( 27UK600-W)
Dell 4K-U2718Q

Based on your motherboard spec sheet,
"Supports D-Sub with max. resolution up to 2560x1600 @ 60Hz". So, your integrated motherboard will NOT support 4K monitor. It will only display a black screen.

You will need a dedicated graphics card.

So, the question is:

Will it become Black Screen/Blank Screen or Still have Output but in 2K ??

It will need a converter from D-Sub to HDMI
