Maybank Investment Bank Research said property sales would be boosted by the soon-to be-launched Home Ownership Campaign (HOC), a joint effort between the government and private developers.

It said historical data showed that home sales rebounded strongly by 33% in 1999 when HOCs were launched in December 1998 and fourth quarter of 1999, after a sharp plunge by 36% in 1998.

“Under the 2019 HOC, stamp duty exemption will be granted for first-time homebuyers for properties priced between RM300,000 and RM1mil per unit from Jan 1, 2019 to June 30, 2019.

Is this HOC meant for first time buyers from developers only or can houses from non-developers (meaning from anyone who owns a house) be bought under this HOC as well?

Can individual owners then register their home in the HOC campaign as a product?
By this way can individual owners sell their houses in this HOC?

In other words its a Developer Benevolent Campaign for the benefit of developers clearing their unsold units.

There could be a reason why they could be left as "dead chicken" in the first place. 
Most development done were on the fringes of Klang Valley like Rawang, Semenyih, Bukit Beruntung etc. where most people shun these areas. The majority would want to be located within KV.
In this case even with the HOC and all its perks it may not be enough to entice the buyers if location was the main problem to begin with.
Even cash rich investors avoid these areas because it is not easy to get renters to rent out later on unless the investors are unwise ones.

Anyone got list of projects enroll under the HOC program?

I'm not sure if Developers will sell some of the good location properties. Especially for landed houses.

Was reading the FAQ on the HOC campaign page and came upon this question below. Does this mean most serviced apartments would be included as long as they are registered under Rehda for the campaign?

Yeah well, this initiative in itself is to encourage home buyers who do not own enough cash to purchase their first homes. Yes they will be included in selling price but no doubt it is going in the same direction as the developers' initiatives to sell those houses without first time buyers to worry about upfront cash.
I would highly doubt it. Good location = high price =/= first home buyer. But then again, it's my opinion. Lets wait to tomorrow. I will be going there to "sibuk"
