I am using a samsung S4 with the lollipop OS (no root).

A couple of days ago, I saw this message when I restarted my phone

I pressed Volume Down, but I was not able to restart my phone.

After looking up tips online, I had to press Volume UP + Home + Power button to restart my phone, but now I have a sign on my screen saying it is running in 'Safe mode'. In Safe mode, I noticed that apps will not work.

I am not sure what is causing this. Would fixing the Volume Down button help?

pressing volume button while booting will enter safe mode.

thus 1 of your volume button is stuck hence booting into safe mode. go fix that volume button

Thanks for the confirmation.

I can increase my volume but not decrease it, I suspected it's because of the volume down button.

what phone? see youtube for teardown of your phone . some phone uses ribbon cable, and some uses button soldered to your main board. both takes bout 10-20 mins to replace
