For switching between prepaid plan can use USSD, postpaid i think only Digi center can do

I faced the same issue, I called CS, they switched for me over the phone immediately to Digi monthly 28 2 days ago.

My others digi prpepaid also missing the option to switch in USSD. Hope is their system problem and not remove the feature.
