we have a situation where we need to hire someone who can help perform some cyber security tasks on a network, and requiring full P&C / NDA on the matter.

Anyone who has done ARP spoofing/MITM via wifi would qualify for this piece of work. However, this is a very specific network, and the router can be remotely managed - therefore, consideration will be given to those who can perform this remotely.
