No, no TAC for PayPal.

And I just added a card to PayPal without any TAC as well.

Probably someone found out the person's card and CVC2 number and added to a PayPal account.

There was once I gave my card to a waiter to swipe. A few days later, it was charged with some online transactions in Europe. Now, I'm very careful with the CVC2 number. I use a sticker to block the numbers and don't hand them out to waiters anymore.
