What has compromised debit cards have to do with changing Cimb clicks password?

2. paypal accounts were created and leaked card info added into paypal account.
3. payments were being made from that account till there is a report being made.
4. by right after receiving several cases that have same pattern as such, CIMB should have done damage control by cancelling all debit cards and reissuing a new one in order not to get this matter out of hand.
5. right now CIMB not being responsible by not accepting their mistake. it is so obvious, how did the scammers got the card details to add it to paypal.
