Tesco Stores (Malaysia) Sdn Bhd is now known as Lotuss Stores (Malaysia) Sdn Bhd.
Legally Tesco Malaysia stores are not closing down.
Tesco UK and Sime Darby Malaysia sold their company shares to Thailand's CP Group (who owns Tesco-Lotus and 7-eleven stores in Thailand).

I had been Tesco Malaysia's customer (Puchong and Mutiara Damansara) since early 2000s but I hardly used my Tesco Clubcard now.
No Tesco stores in Sarawak, now all Giant and Cold Storage stores in Sarawak also closed down already.

Common sense.
Will you refund to the rightful owner only or anyone who claim he/she is the owner? I will agree that the unverified account must be able to spend all the credit by a time frame (say within 3 months) so the account will be permanently terminated.
One day they will become a proper financial institution, all the deposit accounts must be verified, except small-value prepaid cards/accounts.

Borrow an identity (I/C and face) from your family member, with another handphone, mobile number, credit/debit card number.

TNG wallet could get the technology from its parent Ant Financial (Alipay).
