 HR blocked career progression, Possible work bullying?

You mentioned the HR gave you an excuse that you're not qualified for the vacancy. So the question here is, "Are you indeed qualified for the role?" If you are, the basis of their rejection is invalid. Wonder if you can report your HR for misconduct or being biased.

Like few of them mentioned here - if the potential superior have no issue with accepting you, who is HR to interfere? Also, if your current boss is willing to let you go, why can't the HR?

If you think about it, there's a chance someone is not playing a fair game. Just my 2 cents of random thoughts - maybe the potential manager is not keen but didn't want to say "no" when you confront/ ask? Or, your current Manager is not willing to let you go since you're a top performer. And thus, instead of being the 'bad guy' who is stopping you (didn't want to appear selfish), he/ she asked the HR not to accept or help with your application.

Imo, you'll need to know the cause of a problem in order to solve an issue.

yes, suggest TS to double confirm on both managers that supporting your interest.

Talk is nothing, black and white is all matters. However if you need black and white, it also means you have reduced chance to moving over.

If HR stand so strong on this, probably you have missed "communication" that one side is not really keen.

It's either that or if TS moved, it'll be hard to find a replacement for TS's position so they could be reluctant to move him/ her. Usually Hiring Managers will be more than happy to full a position fast so that they can meet their KPI. It's strange to find a HR so resistant about someone wanting to make a lateral move.

HR is very powerful in a bureaucratic organisation or less technical industry. As worker skills can be easily obtained through the market, HR will ensure its harder for career progression and low ball the remuneration as they know staff have less bargaining power. HR power is lesser in very technical and specialised field. In reverse, the specialist hold higher power.

If it's a company culture or system issue, I suggest you switch to a more progressive company that has better HR practices. How to determine? The interview process should give you plenty of clue such as HR speed, attitude, response time, ...etc.

The fact is that your organization allows HR to block a move for no reason, it's the organization issue

Leave the hiring to the hiring manager unless hr is the master/expert in everything

Basically I talked to hr boss today. (The boss of the hr that blocked me). Even worse result I got from her.

She said
1)We want to develop you in current role first
2) even your boss support u, it means nothing to us because (we want to develop u in your current role)

Sigh. So tough to break through

Have u not get both the hiring and your current manager support? Why did u approach hr any at all?

Anyways, someone mentioned maybe either don't want to hire or don't want u to leave

Hence hr step in become bad guy

If so, just leave and find new job

Move on.

U can do justice for compny (which is pointless for your benefit) if u willing to pen the reason by pointing at hr for fail to retain talent.

This is a bureaucracy and politic oriented cultural from hr if your boss really ok with your climb.

Is a symptom of leadership failure.
